         MEMORANDUM FOR RECORD

         SUBJECT: Sixth Tri-Service Task Force (Project Badger)
         Meeting @


         1. (U) The sixth Tri-Service Task Force Meeting was held on
         8 November 1990, 0900-1215, in the Commander's Conference ROOM,
         U.S. Army Medical Research and Development Command (USAMRDC),
         Building 521. The list of attendees is at encl 1.

         2. (U) Status of Market Survey

              a. (U) Ms. Smith submitted a list of 23 firms that received
         written correspondence to inquire about interest in producing
         vaccines for the Department of Defense (encl 2). Fourteen firms
         (check marked in encl 2) responded by 7 November 1990 as
         requested. Dr. Brandt will contact the nonresponders by
         telephone as per Dr. Collis' instructions.

              b. (U) Presently,                           is the only licensed
         CONUS firm identified thn@ continues to be interested in vaccine
         production for DOD.          had expressed interest but later
         determined that they could not stop production of other products
         in order to produce vaccine for DOD. If            ,hc)se to produce
         vaccines for DOD, the cost in lost business alone would have been
         $62m.

              C. (U)    Several members of the Task Force plan to visit
         Lederle early next week to discuss details of production, cost,
         and delivery.            will be told that we are soliciting an
         estimate for cost of vaccine production, and we are not prepared
nt. It is estimated that
         can produce anthrax vaccine for $11.25 a dose. Little cleanup
         will be required since they are presently producing a vaccine
         against a spore forming organism, i.e., tetanus. If we were to
         sign a contract with            today, the soonest they could
         deliver any vaccine would be I April 1991.

              d.       Ms. Smith and Dr. Johnson-Winegar plan to visit the
         National Cancer Institute on 9 November 1990 to discuss necessary
         renovations for, cost of, and time line for anthrax vaccine
         production.
