            e. (U) In order to award a   contract in time to meet surge
        demands, it will be necessary to request an exception to full and
        open competition based upon urgent and compelling justification.

            f.       A Request for Proposal (RFP), or similar document,
        will be necessary in order to provide companies with the
        appropriate information they will need to determine cost and time
        for vaccine production. In addition, they must sign a
        confidential agreement in order to gain access to the proprietary
        procedure for producing anthrax vaccine. The RFP that will be
        sent out for vaccine production will allow more than one company
        to be awarded a contract.

        3. t"    Dr. Linden contacted Dr. Mikulak concerning Biological
        Weapon Convention (BWC) treaty issues that may be involved in
        vaccine production. Dr. mikulak believed that toxoid production
        would not be in violation of the BWC. He asked to be kept
        informed on an informal basis until any official notification
        would be warranted.

        4. (U) Dr. Johnson-Winegar submitted a trip redort vertainina
        to her site visit to the
        (encl 3).

        5.   (U) COL Kovach, DASG-HCL, expressed his belief that the
        Department of the Army Surgeon General will be tasked with
        logistic responsibility for vaccine production. He indicated
        that it will be necessary for the Navy and the Air Force to pay
        to immunize their own troops. He ask that LT COL Falkenheimer
        and CDR Paleologo take this message back to their respective
        Surgeon Generals.

        6.       COL Dangerfield gave each committee member a draft copy
        of the Short Term Expansion of the DOD Industrial Base for
logical Defense Vaccines. Each member reviewed the draft
        individually. An open discussion of the draft followed. This
        resulted in a revised draft report.

        7. (U) The next meeting of the Tri-Service Task Force will be
        held on 14 November 1990 at 1300 in the Commander's Conference
