         SUBJECT: Response to GEN Reimer's Vaccine Production Questions (U)


         1. (U) Purpose: To respond to LTG Reimer's question at OPSDEP Debrief,
         16 January 1991.

         2. @ Fact: DCSOPS requested information on the slippage in production
         of anthrax and botulinum vaccines.


            - 2-5 Week slippage in anthrax vaccine production.

              -- Two week delay in anthrax vaccine delivery due to a retest of the
         batch for effectiveness of vaccine.


              -- Five weeks delay is referring to delay in start up production of
         anthrax vaccine at the National Cancer Institute because of Food and Drug
         Administration requirements to replace the steam generator, move
         existing walls, and coat the walls with a special paint.

             - Slippage in Botulinum Vaccine Production - Priority in safety and
         effectiveness testing was given to anthrax vaccine production. This
         caused a one month delay in availability of the next batch of botulinum
         vaccine.
