    SUBJECT (U) Biological Defense Initiatives

    1. (U) PURPOSE OF ADDRESSA:L Provide status of Biological Warfare (BW) defense initiatives.

    2. (U) OBJECTIVE To provide JCS with the status of BW detection capabilities developed for
    USCINCCENT.


    3. (U) MAJOR POINTS


            A. MAJOR POINTS TO BE MADE


            44The Army is the Executive Agent for SW defense initiatives.

            @ Detection systems                               are available for deployment.

            %k Air Force Vice Chief of Staff recommended against deployment of the airborne
    system. (@upp Info
            F4 USCINCCENT expressed a number of concerns. (Tab-a) All concerns addressed.
    (Tab 3@ Best capability available.

            @Operation concept for empfoyment under CINCCENT review.

              Army awaits USCINCCENT call forward of detector systems.

            B. POSITION OF PARTICIPANTS


            (U) NAVY and USMC expected to support deployment.

            (U) USAF expected to object to deployment of airborne system.

    4. @ ARMY POSRFION: Proposals for improving BW Defense capabilities will not solve all the
    problems but we have spent a lot of time on It and it is the best we have right now. The total
    package represents our best efforts.

    S. @RECOMMENDATIONS:

            Press USCINCCENT to accept all BW detection systems.

            Deploy a team (led by a General Officer) to assist.
