S. OBSEPVATION: In a force facing a real chel*al casualty threat, @e is a
self-evident need to designate a physician in each @cal urait of divisional or hospiw
size as its subject matter expert in chenucal casuai@ care.
6. DISCUSSION: During World War I the U.S. An-ay designated fimtime duty

acr,omphshed durmg Operation Desert Shiet , Storm, but approvmg and
implementing a new concept on the eve of actual combat placed an unnecessary
burden on units.

active and r@e component division, hospital, medical brigade, group, battalion and
independent company to d@te a physician grad@te of the Medicg management
of Chenucal Casualties Cowse as Chemical Casualty Care Officer on fomw additional
duty orders, with standardized additional duties and,.respondbilities including
mandatory annual attendance at update/refresher and USR unit training
reporting requirements.
