                                    INFORMATION PAPER

        SUBJECT: Chemical Defense Coordination Committee

        1. Purpose: To provide information on the Joint Chemical Defense
        Coordination Committee.


        2. Facts:

            a. The JCS directed the establishment of the Joint Chemical
        Defense Coordination Committee with the Army ODCSLOG as the executive
        agent. The committee has oversight of all chemical defense items to
        include clothing, alarms, detectors, decontaminants, shelters and
        antidotes/pretreatments. MG Klugh retired has been designated as the
        consultant to the DCSIDG for chemical matters.

            b. A Task Force has been established and is operating out of the
        Army ODCSLOG to get a handle on inventories, to make recommendations
        on cranking up the industrial base and to make recommendations on
        foreign military sales.

            c. The Joint Chemical Defense Coordination Committee includes
        OTSG representation (DASG-HCD, COL Dievendorf/MU Eng) The committee
        is responsible for the following:

                 (1) Formalizes and validates requirements

                 (2) Recommends expedited fielding of chem defense materiel

                 (3) Makes recommendations on issue and release of chem
        defense equipraent.

            d. A General Officer Steering Committee has been established at
        the Joint level. MG Elam, ADCSLOG, represents the Army.

            e. COL George Lewis,10TSG Liaison to SARDA, contacted COL
        Dievendorf concerning a DCSLOG request for OTSG (medical/logistical)
        Task Force participation (full/part time). The following
        participation was agreed to with the DCSLOG Task Force chairman, COL
 call Task Force participation,
        information papers and updates on med chem defense items to include
        medical shelter hardening programs (medical is most advanced within
        the Army). DASG-HCD will participate as a principal member on the
        chemical Defense Coordination Committee which makes recommendations
        to the GOSC. DASG-HCD in concert with HCL will keep the DIA rep
        informed of the retail level (USAMMA) of antidotes and pretreatment.
