             1. This is a tasking to establish a Tri-Service Vaccine Task
             Force with Army as the executive agent. I want "M to be my lead
             in this endeavor.

             2, Background; Several vaccines and potential vaccines with
             specific relevance to Desert Shield have been identified by the
             TSr, Consultant in Infectious Diss&g*- They include:

                 a.  Enterotoxic E. Coli
                 b.  Typhoid 21 A
                 0.  Hepatitis A
                 d.  Contoxin (Monoclonal antibody)
                 a.  shigallosis sonii

             3. GUidance:

                 a. The Task Force purpose is to evaluate the Potential of the
             vaccines noted above, and &Ay others that might come to light, for
             use in the Desert Shield Operation, amd to provide appropriate
             recg=.endations thro,4qb the Army ftrgoon O"aral to the Assistant
             Secretary of 04fanSs for Health affairs.

                 b. The Task rorce should be beaded by a senior Army physician
             with the academic stature to direct such an effort.   2 suggest coL
             Ed Tremont for this with you-- able staff in support.  COL Tr&=ont
             will, with @o other 94krvicesp be able to select quality
             tri-service representation.

                 c.  consideration should be given not only to the ability to
             produce the vaccine, but to the potential benefits balanced
costs both in dollars and in diversion of resources from
             other projects. The appropriate target population to be
             @oulated must be defined. The implications of fielding n-D
             drugs should be clearly *valuated.

                 d. ConBultation should be obtained whenever needed to ensure
             the military relevance of any program.   It is on the basis of such
             data that the CENTCON leadership will act upon a recommendation to
             vaccinate.
