         14EMORANDUM FOR RECORD

         SUBJECT: Fourth Tri-Service Task Force (Project Badger)
         Meeting t"


         1. (U) The fourth Tri-Service Task Force Meeting was held on
         25 October 1990, 0900-1130, in the Commander's Conference Room,
         U.S. Army Medical Research and Development Command (USAMRDC),
         Building 525. The list of attendees is at encl 1.

         2. (U) COL McCarty introduced MAJ David Braitman as a new
         member of the Task Force who will serve as staff officer and
         executive secretary. Enclosures for the minutes should be given
         to RAJ Braitman.

         3. (U) Henceforth, all verbal and written reports generated by
         the Task Force must go to Dr. Collis. Dr. Collis will serve as
         the only spokesman for the Task Force so that a single voice will
         represent the work of the committee.

         4. (U) Status of the Market Survey.

             a. (U) Dr. Johnson-Winegar reported that the market survey
         would be completed with the submission of the final data on
         26 October 1990.

             b. (U) COL McCarty called the Chief Executive Officers
         (CEOs) of 15 firms (encl 2) to determine their interest in
         producing anthrax vaccine and botulinum toxoid. In order to
         ensure that companies received the same information, he used a
         standard script when speaking (encl 3). He contacted 7
         individuals and is expecting call backs from 8 others. Dr.
         Johnson-Winegar was identified as our point of contact. The
cases (encl
         4).

             C. (U) Dr. Johnson-Winegar spoke to 3 technical
         representatives from 7 of the 15 companies that COL McCarty
         contacted. These individuals were uniformly negative about the
         prospect of manufacturing vaccines for DOD when apprised of the
         fact that fermenters would be dedicated to vaccine production and
         could never be used for any other purpose.
