d. (U) Dr. Johnson-Winegar contacted National Cancer
Institute (NIH), Fort Detrick, Frederick, MD, concerning vaccine
production. She was told that the 7500 liter fermenter was used
to produce AIDS vaccines and chemotherapeutic drugs for
investigational purposes. Furthermore, the contractor technical
expert she spoke to, indicated that it would be "politically
unacceptable" to shift production to vaccine for DOD. She asked
to speak to a responsible individual at the NIH. She is
expecting a call back within a week. COL Dangerfield will inform
Dr. Collis of this situation.
e. (U) MAJ Balady checked with Centers for Disease Control
(CDC) to inquire who makes botulinum toxoid. He contacted Fort
Dodge Laboratories and found that they are interested in working
with us. Their facility is for veterinary production not human
use (encl 5).
5. Status of production of anthrax vaccine. The following
plan was agreed upon to address short term surge capability for
anthrax vaccine.
a. (U) CONUS and OCONUS companies identified to have
capability to produce vaccines will be sent a request in writing
by overnight mail on 29 October 1990 to determine interest in
receiving a Request for Proposal (RFP).
b. (U) Dr. Johnson-Winegar will prepare the written request
by 26 October 1990. This will include generic information on the
implications regarding vaccine production.
C. (U) Companies will be asked to respond in writing within
one week as to their interest or lack of interest in
manufacturing vaccine.
d. (U) The committee, in view of COL McCarty's results (see
ra 4a and 4b above), discussed the desirability of obtaining
high level support for our attempt to expand production of
vaccines. It was agreed that optimal benefit could be achieved
by a generic endorsement to the companies queried by the
Secretary of Defense. The committee also recognized that there
is potential risk associated with such an endorsement in the
absence of declared national emergency. COL Dangerfield will
discuss with Dr. Collis the possibility of having the Secretary
of Defense sign a personally addressed cover letter to each CEO
accompanying the written request.
e. (U) By 26 October 1990, MAJ Balady will provide the
names and addresses of OCONUS companies identified to have
