            f. (U) After the Task Force completed the discussion of the
        long-term report outline, COL Dangerfield asked the Executive
        Committee to prepare a draft of the long-term report by
        28 December 1990, in accordance with the outline. The scientific
        and technical advisors on the Task Force will be contacted as it
        becomes necessary.

            g. (U) LTC Falkenheimer said that in order to prepare the
        report, she would need expert advise to determine the cost of
        building new facilities. COL Barron, USAMRDC Deputy Chief of
        Staff for Logistics, will be asked to provide this expertise.

            h. (U) COL Dangerfield noted that we must consider existing
        facilities for vaccine production that are or will be under
        contract to the Army, such as the Michigan Department of Public
        Health and Frederick National Cancer Research Institute, when
        making recommendations for long-term solutions.

        3. (U) Other Issues

            a. (U) Dr. Brandt has identified a 150 liter fermenter
        that is ready to be purchased immediately. Since the U.S. Army
        Medical Research Institute of Infectious Diseases has already
        made the decision to purchase another fermenter, there was no
        interest in this one.

            b. (U) Dr. Brandt submitted his information paper on
        "Current and Near Term Technologies in Producing Vaccines Against
        Biological Agents" (encl 3).

            C. (U) LTC Sisson submitted an information paper on "Legal
        Issues Relating to the Construction or Acquisition of a Vaccine
        Production Facility" (encl 4).

        4. (U) COL Dangerfield decided not to set a date for the next
        Tri-Service Task Force meeting at this time.
