MEMORANDUM FOR RECORD
SUBJECT: Ninth Tri-Service Task Force (Project Badger)
Meeting @
1. (U) The ninth Tri-Service Task Force Meeting was held on
19 December 1990, 0900-1015, in the Commander's Conference Room,
U.S. Army Medical Research and Development Command (USAMRDC),
Building 521. The list of attendees is at encl 1.
2. (U) Progress on Long-Term Report
a. (U) COL Dangerfield announced that the Executive
Committee of the Tri-Service Task Force met at USAMRDC on
18 December 1990, to review outlines for the long-term report
which were submitted by COL Bancroft and his staff, CDR Paleologo
and LTC Falkenheimer. After their review, the committee made
recommendations for integrating the outlines. Following the
meeting, LTC Falkenheimer and MAJ Braitman implemented the
integration.
b. (U) LTC Falkenheimer reviewed the integrated outline of
the long-term report (encl 2) for the Task Force and a discussion
of the outline ensued.
C. (U) COL Dangerfield stated his belief that only
recommendations on vaccine production should be made in the long-
term report, not on other problems such as intelligence issues
and threat validation. It would be appropriate to site
impediments to vaccine production, but any recommendations for
solutions should be limited to the vaccine production arena.
d. (U) LTC Falkenheimer expressed her belief that it would
be important to suggest recommendations for fixing impediments to
production as well. COL Bancroft suggested that the report
should include a list of biological warfare threats.
e. (U) Dr. Linden suggested that comments on setting policy
and doctrine on immunizations should be included since these
issues present impediments to decisions on which vaccines should
be produced. A discussion resulted concerning setting medical
policy and medical requirements in each of the Services. It
appeared from the discussion that differences exist among the
Services in this area.
