        3. The urgency of the concepts and the lack of adequate
        resources was discussed. All agree that the DoD must take a bold
        stance, that the necessary monitoring steps can be accomplished,
        that these initiatives are extremely important to accomplish the
        overall mission, and that these initiatives could very well help
        determine the success of Desert Shield.
