     ORIGIN OF ACTION:
     1. (U) Verbal request from Surgeon (DASG-HCO-D) Action Officer.

     SUMMARY:
     2. @ Biological weapons proliferation has become a serious concern as an increasing number of nations
     have established or re-established a BW program.

     3. I* DOD an            have the facilities and personnel to meet internationally accepted scientific
     standards to identify and confirm the presence of BW agents.

     4. @ A MOU between DOD and          formally establish procedures and define responsibilities for
     future exchange and analysis of suspected BW samples. It will also enhance -coperation for
     determination of future SW agent threats. We have prepared a draft MOU in coor ination with the Surgeon
     (enclosure). Mrifo.-rr --lliy agrees with MOU concept.

     5. (U) Action Memo requests Secretary of the Army approval of memo to ATSD(AE) requesting they staff and
     execute MOU.

     RECOMMENDATION:
     6. (U) Director sign Action Memo at TAB A-1.

     7. (U) DCSOPS line thru Action Memo at TAB A-1.
