         MEMORANDUM FOR ASSISTANT TO THE SECRETARY OF DEFENSE (ATOMIC
                          ENERGY)

         SUBJECT: Memorandum of Understanding (MOU) for Analysis of
                   Suspected Biological Warfare (BW) Samples


         1.       Request the ATSD(AE) staff and implement a MOTJ between
         the United States DeDartment of Defense and the
                                    for exchange and analysis of suspected
         BW samples. A draft of a proposed MOU is attached.

         2.       The purpose of this MOU would be to establish formal
         procedures and define responsibilities for the future exchange and
         analysis of suspected BW samples between internationall
         recognized laboratories in the U.S. and the
         informally agrees with establishment of a MOU.

         3.       During Desert Storm informal procedures were established
         between the U.S. Army Medical Research Institute of Infectious
         Diseases (USAMRIID) and the
                           o exchange suspected BW samples.

         4.       Biological weapons proliferation has become a serious
         concern as an increasing number of nations have established or re-
         established a BW program. Execution of a MOU will enhance U.S.=4
         future cooperation for the analysis and confirmation of BW threat
         agents.

         5.
