                          CHIEF OF STAFF, ARMY

          FOR SECRETARY OF THE ARMY

          SUBJECT: Development of a Memorandum of Understanding (MOU) for
                    Analysis of Suspected Biological Warfare (BW) Samples
                    fg) -ACTION MEMORANDUM


          1.       Purpose. To obtain approval of memorandum to ATSD(AE)
          requesting they staff and implement a MOU on analysis of suspected
          EW samples.

          2. (U) Discussion.

             a.        Biological weapons proliferation has become a serious
          concern as an increasing number of nations have established or re-
          established a BW program.

             b.        Irrefutable definitive confirmation of BW attack for
          international use should be conducted on a deliberate basis by
          internationally recognized laboratories.

             C.        During Desert Storm informal procedures were
          established between the U.S. Army Medical Research Institute of
          Infectious Diseases (USAMRIID)
                                                 to exchange suspected BW
          samples. USAMRIID and            have the facilities and personnel
          to meet internationally accepted scientific standards to identify
          and confirm the presence of BW agents.

             d.        A MOU between the DOD                   ill formally
          establish procedures and define responsibilities for future
          exchange and analysis of suspected BW samples. It will also
          continue to enhance U.S.@0c@,)u,z,.z,ation for determination of
          future BW agent threats. The M.ias -'-j.-iformally agreed to these
          procedures and they will also share their samples with DOD labs
          for an independent. confirmation of a BW attack.

          3. (U) Recommendation. That Secretary of the Army approve
          release of memo to ATSD(AE) at Tab A.
