                 MEMORANDUM FOR DISTRIBUTION

                 SUBJECT: Minutes from the General Officer Steering
                           committee for the Joint Project office,
                           Biological Defense


                      A General officer Steering Committee (GOSC) met on
                 August 23, 1993 to determine the level of management for
                 the Joint Project office (JPO), Biological Defense.

                      The GOSC agreed that the Army would go forward
                 through the Assistant to the Secretary of Defense
                 (Atomic Energy) to the Under Secretary of Defense
                 (Acquisition) identifying the Program Manager (PM) at
                 the Brigadier General level with the Deputy PM at the
                 Senior Executive Service (SES) level.

                      The two positions must complement each other in
                 experience and technical background to ensure the
                 success of the Biological Program. An acquisition
                 background is a requirement for the PM and the Deputy
                 Pl@@ requires a technical background in the biological-
                 mcdical discipline.

                      Required actions resulting from the meeting follow:

                      a. LTG Forster will contact the General Officer
                 Management Office for a list of potential general,
                 officers that qualify for the PM position. Because a
                 significant portion of the Biological Defense program is
f the vaccine production facility,
                 background experience will not be limited to chemical
                 officers with acquisition @erience. .

                      b. MG Tempel will develop a potential list of
                 cu-rently on-board civilians at the SES and GM-15 level,
                 arii-I Colonels with the necessary biological-medical
                 background willing to accept a "detail" to the JPO while
                 tlj.-@ SES position is being established.
