        and bot. antitoxin) briefed to Mr. Atwood, VCSA, and MG Frietag.

              o Vaccine production initiatives will provide opportunity to
        create contingency vaccine stocks, so issue will never arise.

              o Second vaccine storage site being renovated at the National
        Center for Toxicological Research, Jefferson, AR.

             b. @ Position of Participant:

              o Sec Def - Delay BW vaccination program until sufficient
              vaccine stocks are produced to immunize all at risk personnel
              in the AOR.

        4. @ ARMY POSITION: Delay BW vaccination program until
        sufficient vaccine stocks are produced to immunize all at risk
        personnel in the AOR.

        5. -" RECOMMENDATIONS:

              o Deploy team to address CENTCOM vaccination issues (medical
        and political military).

              o Vaccinate the at risk forces in the AOR with anthrax and
        botulinum vaccines according to CENTCOM priority.

              o Issue to each SM a 3,0'day supply of Ciprofloxacin antibiotic
        by 15 Jan 91.
