        (U) SUBJECT: Update on Biological Warfare (BW) Vaccination and
        Production Issues (U)

        1. @ PURPOSE OF ADDRESSAL: Information Briefing to update
        status on delay of vaccination of forces in Operation Desert Shield
        against BW agents and present a plan to treat BW exposed service
        members (SM).

        2.       OBJECTIVE: To provide updated information on the BW
        vaccination issue for forces in AOR since the last Tank Prebrief on
        2 November 1990.


        3. @MAJOR POINTS:

            a. Main Points to be Made:

              o OTSG plan to protect SM in AOR against anthrax and
        botulinum is to vaccinate against anthrax and botulinum.

              o Upon exposure, treatment measures should be immediately
        initiated. (Supp Info I )

              o No definitive treatment for anthrax patients once symptoms
        appear. Death usually occurs. Must treat before appearance of
        symptoms.

              o USCINCCENT message (06140OZ Dec 90, subject: Anthrax
        Inoculation (U)) questions prophylactic use of antibiotic and its
        use as a treatment against anthrax. (Supp Info @ )

              o OTSG position is that Ciprofloxacin is an effective
        antibiotic treatment against anthrax and it should not be used
        prophylactically theater wide but only when exposure is presumed.
