                  3.      There was general discussion about short-term and long4erm solution to the BD
                  vaccine issue. Possible compromises to a GOCO include continuing status quo for the
                  classic vaccines needed in the near future, while continuing to invest heavily in an R&D
                  program to develop better vaccines for the future. The current concept for the GOCO
                  may be more than needed in the long term if the production of vaccines from spore-
                  forming organisms can be eliminated (by having anthrax and bo@um toxoid produred
                  via status quo); further, if now technologies can eliminate the need for multiple injections
                  for many vaccines, the capacity of the GOCO can be si@cantly reduced. Finally,
                  general support arose for the preference for close location for a production facility of
                  dffferent capacity and different technology (more fuwdstic) along with greater
                  investment in the R&D program needed to develop these types of vaccines for future
                  threats.

                  4.      Dr. Josephasked for copies of the Concept Plan for Biological Deiense and the
                  reports from Project Badger. These were available from the ASD(HA) files. In addition
                  he asked for information on the medical R&D program, specifically a list of the Science
                  and Technology Objectives, along with a break-out of FY94 funds by program element
                  (6.1-6.4). This information will be requested from US       C and provided. Finally,
                  ADM Martin indicated that he would like to schedule a follow-on meeting with Dr. Smith
                  to present his opinions on BD vaccines and the supporting information for a GOCO
