SUBJECT: Production of Vaccines-for Biological%Defense.
1. A meeting was held at the office of the Assistant Secretary of Defense. (Health
Affairs) on 9 Feb, 94 from I 000-1 I 00. AttendingwereDr..Stpphen Joseph, ASD(HA)
designee; ADM Ed Martin,-acting ASD(HA); CAPTJamesHanrahan, ASD(HA)(MR),
CAPT Carey Hodges, ASD (HA), Lt,Col Sharon Falkenheimer, ASD(liA)(MR), and Dr.
Anna Johnson-Winegar, Acting Deputy, Joint Program Office for Biological Defense.
2. The primary subject of discussion was the@ production of vacemes for biological
defense (BD), including an analysis @6f.,current outputs.-with.existing contractors. (status
quo), and the calculated production rates for the proposed,,3overDment Owned-Contractor
Operated (GOCO) facility. Detailed discussion of production methods,.yields per batch,
and other specific issues ensue& @ Mokconcems were directed at stockpile levels of

would be controversial (need for informed consent for some vaccines; sending the wrong
message by immunizing with certain vaccines; insufficient supplies for some vaccines).
The need for a BD vaccine stockpile is based on the memo from the CJCS, dated May
1991 (SECRET), (the JROC has also approved a Mission Need Statement for Biological
Defense). ADM Martin specifically stated that he has proposed through the J-4 that the
Joint Staff ask the current Chairman to rescind that memo, thereby eliminating the need
to build stockpiles of these vaccines that in all probability would not be used. Without a
requirement for BD vaccines, the need for a GOCO could not be supported.
Note: COL Fuzy, former Joint Program Director and Task Force leader for the
JPO-BD explained that this was a drastic departure from ADM Martin's previous
position. As a member of the Joint General Officer Steering Committee, ADM
Martin fully supported the formation of the JPO IAW CJCS memo and JROC
recommendations. Moreover, it was ADM Martin who championecrthe
explanation and clarification on IND and FDA licenser issues. Due to his support,
the JGOSC approved the charter language that addressed JPO management of
medical programs.
