        MEMORANDUM FOR THE SURGEON GENERAL

        SUBJECT: Medical Defense Against Desert Shield Biological
        Warfare Threats (U)


            @ The Army has the lead to immediately provide the best
        available medical protection against biological warfare agents
        to U.S. Forces in the Persian Gulf Region.

            @ You are directed to procure the necessary vaccines,
        antibiotics, and antitoxin necessary to protect our force.

            +S+ I understand the current cost estimates for these
        products to be as follow:

                   Anthrax Vaccine                 $ 63M
                   Botulinum Vaccine                $212M
                   Botulinum Antitoxin             $ 21M
                   Ciprofloxacin                    @05M
                   (Antibiotic)

                                          Total     $401M

                 Be prepared to execute on order the Medical Biological
        Warfare Defense Plan in support of CENTCOM priorities that was
        briefed to me on I Dec 90.
