                      BIOLOGICAL WARFARE VACCINATION ISSUE (U)

         1.      Update on the Biological Warfare Vaccination and
         Production Issue was pre-briefed to the DCSOPS and the VCSA before
         the tank session on 30 Nov 90.

         2.  @ main points are as follow:

             a. The              accinating their forces with anthrax
         vaccine. They have sufficient vaccine stocks.

             b. Current stocks of anthrax vaccine (for  Antipersonnel) and
         botulinum vaccine (for =personnel) were reported.

             c. Project Badger    entirl   four other potential vaccine
         production sites.

             d. Army has been tasked by DOD Health Affairs.to begin
         production of these two Biological Warfare vaccines.

             e. Total cost for the two BIOLOGICAL WARFARE vaccines
         estimated to be greater than $244M.

             f. Treatment medication for post exposure to anthrax and
         botulinum toxin being procured.

             g. BIOLOGICAL WARFARE detection capability being worked by
         DAMO-sw. This includes standoff LASER detection and onsite
         collectors.

         3.  @ DCSOPS Taskers from the debrief, 30 Nov 90. Present to
         the VCSA on 1 Dec 90 the following:

             a. The Biological Warfare Mediual Defense Action Plan to
         protect by 15 Jan 91 the U.S. Forces in the AOR (OTSG).

             b. what can be said about not being able to protect all U.S.
         Forces in the AOR? (OTSG)

             C. Provide status/plan on BW detection for U.S. Forces in the
         AOR (DAMO-SW).

         4. (U) Action Plan, proposed answer on inability to vaccinate
         total U.S. Forces in the AOR, and status of BW detection were
 1 Dec 90.
