                     OF BIOLOGICAL WARFARE AD HOC WORKING GROUP

                              1100-1600, 20 August 1990


          1. (U) AGENDA (encl 1)

          2. (U) SIGN-IN-ROSTER (encl 2)
          3. (U) PURPOSE:    To assess biological warfare threat against
                            U.S. Forces in support of Operation Desert
                            Shield and to evaluate AMEDDs ability to
                            respond with emphasis on Detection and
                            Surveillance; Diagnosis; Therapy; and,
                            Prevention, including Personal Protective
                            Measures, Chemoprophylaxis, and Vaccination.

          4. (U) GOALS:

              a. (U) Identify and define critical biological warfare
          issues related to Desert Shield.

              b. (U) Develop consensus for use and procurement of
          vaccines.

              C. (U) Establish a permanent "Task Force for Biological
          Warfare Issues" consisting of a panel of experts in the areas
          of medicine, research, logistics, intelligence, and other
          disciplines.

              d. (U) Initiate action to develop a " Medical Defense
          Against Biological Warfare Plan" for Desert Shield.

          5. REFERENCES:

              a. (U) Biological Warfare Doctrine - U.S. Army has
          adopted NATO document on chemical and biological warfare which
          will become FM B-9. Draft copies were distributed at the
          meeting.
              b. (U) HPlan for Immunization of the Army Force Against
          Endemic Diseases and Biological Warfare Agents with
          Investigational New Drugs, Vaccines, Toxoids, and Globulin,"
          document prepared by COL Ernest Takafuji and MAJ Robert Eng;
          not yet staffed. Draft copies will be distributed at the next
          meeting.
