             e. (U) The medical BW Defense Plan is currently being staffed
         and addresses medical BW readiness for U.S. forces. It includes
         the following:

                 (1) (U) Develop a contingency vaccine, toxoid, and
         antitoxin Stockpile for the services against BW and endemic disease
         agents. Services should identify requirements and apply
         appropriate funding.

                 (2) (U) Identify early deploying forces to be vaccinated
         during peacetime.

                 (3) (U) Continue to use current, limited, vaccine
         production facilities but initiate efforts to established a
         government owned, contractor operated facility to establish a
         stable, CONUS, production capability for vaccines, toxoids, and
         antitoxin.

                 (4) (U) Develop a joint general officer committee to make
         recommendations to the leadership to use contingency vaccine stocks
         immediately before or at the outbreak of war.
