         SUBJECT: Medical Biological warfare (BW) Defense Readiness for
         U.S. Forces in Operation Desert shield/Storm (U)

         1. (U) Purpose: To provide information on the medical BW defense
         readiness for U.S. Forces in operation Desert Shield/Storm.

         2. @ Facts:

             a.  @ From 1988 to the start of operation Desert Shield,
         peace was breaking out. Although stockpiling of BW vaccines was
         contrary to the world political environment, it had to be done. in
         1988 the Army Medical Department (AMEDD) initiated a BW vaccine
         production and stockpiling program using the limited industrial
         base capability in CONUS. Contracts for production of anthrax
         vaccine and botulinum toxoid were established with Michigan
         Department of Public Health in FY88 and FY89, respectively, by the
         AMEDD. Other BW vaccines such as Venezuelan Equine Encephalitis
         became part of the stockpile when it transitioned from Milestone
         III at the U.S. Army Medical Research and Development Command.

             b. @ Anthrax and botulinum vaccines were in production when
         Operation Desert Shield occurred. only limited stocks had been
         accumulated, and production surge in Aug 90 could not meet all
         requirements because limited industrial base and strict Food and
         Drug Administration requirements for vaccine safety and potency.
         Although Army owned the BW vaccines at the onset of operation
         Desert Shield, Army immediately made the stockpile available to the
         services to be used according to CENTCOM priorities.

             c.  @ Success was that the BW Vaccination Program for U.S.
itiated
                                                                e sent to the
         AOR for immunization of service members. More doses were scheduled



             d. (U) operation Desert Shield/Storm clearly showed that the
         vaccine production industrial base needs to be increased for both
         BW and endemic disease vaccines. CONUS vaccine production
         capabilities are decreasing because of low profits and high
         liabilities.
