                       FUNDING REQUIREMENT FOR XM28 COLLECTIVE
                PROTECTION FOR CHEM/BIO HARDENING OF CORPS HOSPITALS

       1. (U) Purpose: To provide information to DAMO-FDR on the additional
       funding requirements for the XM28 and associated systems.

       2. @ Issue: There is no collective protection systems for
       protection of corps hospitals in the AOR against the chemical  and
       biological warfare threats.

       3. @ AOR Request for Support:

          a.  @ CENTCOM Surgeon requested expeditious fielding of
       collective protection systems for use in Operation Desert Shield (Msg,
       151215Z Sep 90, USCINCCENT Surgeon (CCSG), subject: Chemical Casualty
       Collective Treatment).

          b.  @ CENTCOM Surgeon requested the Surgeons General of the
       services to provide "protective devices" to medical units in the AOR
       that would permit them to function in a chemical environment (Msg,
       300922Z Oct 90, USCINCCENT Surgeon (CCSG), subject: Medical Care in
       Chemical Environment).

       4. (U) Equipment Capability - The 64 ft and 16 ft sections of XM28
       are total packages of chemical liners and filter blowers. Patient
 0     processors are litter entryways for rapid processing of patients. The
       ISO and TEMPER vestibules are the chemical liners for the passageways
       between the hardwall ISO shelters and the TEMPER tents. ISO hardening
       is providing filter blowers and chemical resistant gaskets.
       Environmental control unit (ECU) hardening modifications if making the
       current fielded ECU's operable in a chem/bio environment. All theses
       hardening efforts will provide a total integrated collective
       protection system for the corps hospitals.

       force increase in the AOR as announced by President Bush is
       significant. The additional $7.95M requested addresses only part of
       the plus up requirements and reflects the CP equipment which can be
       produced in FY91. Additional CP funding requirements for hospitals
       may be as high as $25M based on projected force increases.

       6. @ Impact of No Funding: severe compromise in the ability to
       treat, manage and protect patients. If engulfed in a chem/bio attack,
       hospital medical capabilities will be significantly degraded because
       of contaminated medical equipment and supplies which are difficult to
       decontaminate.

       7. @Projected delivery of CP equipment is 3QFY91.
