        SUBJECT: Modification of MOPP Posture for Dusty Agent Threat (u)

        I. (U) PURPOSE: To inform the Army Surgeon General of the
        modification to MOPP posture proposed by the Dusty Agent Action
        Working Group for operation Desert Shield.

        2.          FACTS:

            a. (S,IWW   Although conventional casualties were far greater
        in number than chemical casualties during the Iran/Iraq War, the
        generation of mustard casualties was one of the most successful
        tactics In creating fear and panic among Iranian soldiers. Dusty
        mustard casualties occupied a significant of portion of Iran's
        medical assets and were credited as a major influence In
        determining the outcome of the war.

            b.          The Dusty Agent Action Working Group (DAAWG) was
        formed to evaluate the dusty agent threat arising from the
        Iran/Iraq War and to assess the vulnerability of the Army's
        present chemical protective overgarment system. OTSG is one of
        several participants represented In this working group.




















            e. ig@      It is anticipated that the Army DCSOPS will send
        out a message to CENTCOM recommending implementation of the
        additional protective measure discussed above. The Army Surgeon
        General may be asked to comment on the issues of heat stress and
        dusty mustard toxicity.
