INTERIM DOCTRINE FOR USE OF CHEMICAL WARFARE AGENT TOPICAL SKIN
PROTECTANT
1. General.
a. The topical skin protectant (TSP) is for use in
protecting the skin from the effects of chemical warfare
blister (vesicant) agents. The TSP provides individual skin
protection by inhibiting penetration of mustard; The use of TSP
enhances the effectiveness of field skin decontamination systems.
b. The TSP as a physical barrier between the skin
and the agent; only those areas of skin having an effective layer
of TSP will be protected.
c. The TST iEAr@io effective against thickened somarl
vx.
d. Individuals should use TSP as an adjunct to MOPP, not as
a substitute. Established doctrine for mission-oriented
protection posture (MOPP) is followed if agent contamination is
anticipated or suspected, even if the individual is wearing TSP.
-no-t a
e. All soldiers at risk in a potentially contaminated
chemical warfare environment should use TSP.
f. Each soldier-i* issued 2 bottles of TSP per day of use.
g. The corps/division commander will decide whether to
begin, continue, or discontinue TSP use based on the threat. The
intelligence officer, chemical officer, and the surgeon act as
advisors to the commander in making his decision if a vesicant
agent threat exists (for example, the enemy having vesicant
agents in the combat zone or the probability of their use).
2. Application of Topical Skin Protectant. Topical skin
prctcc-tant i@- a physical barrier which reduces exposure of
protected skin to a blister agent. Therefore, the effectiveness
of the prod-ict is strictly dependent or, the thickrez-- of the
f i lr,@, the length of time between ieappl ic ations and agent
(wear tin)e) , and whether- the product is pre--e,-,4 on thc-
body area exposed to the vesicant agent.
Ei. Skin Surface Coverage. When applying TSP to the skin,
first priority should be given to covering those areas of the
body adjacent to the closures of the battledr rment
(BDO): the neck, wrist, and @-lower legeA4vl@gibnal T Sp
may be applied to the arm pits, groin area, or eases and crack
the buttocks, and around the waist. The effect of TSP @ open L
woundahealing is not known; therefore, do not apply TSP to
wounds or remove bandages to apply TSP to these areas,,,.
