            1. (U) Attached are the U.S. Army Biological Defense Concept,
            Worldwide Biological Warfare Threat, and memorandums to the
            Assistant Secretary of the Army, Research Development and
            Acquisition and to the Secretary of Defense from the Secretary of
            the Army. The memorandums,request the area of biological defense
            receive high priority and emphasis to ensure that U.S. Forces are
            prepared to deal with, survive, and accomplish their mission in
            the next conflict which Biological Warfare Agents may be used.
            Although Biological Defense has been an area which has been
            pursued pre-Desert Shield by the Army Medical Department, its
            importance has been elevated by Operation Desert Shield.
