RMKS/1. (U) A theater-wide anthrax vaccination program is to be
initiated within the following guidelines.
2. Personnel to be vaccinated
A. @ Only personnel assigned to f ixed units within the
areas designated by CENTCOM are to be vaccinated at the present
time. No transient or shipboard personnel are to be vaccinated.
Exceptions are pathologists and medical laboratory personnel.
B. Suf f icient quantities of anthrax vaccine will be
available by May 1991 to vaccinate all personnel in the AOR.
3. (U) Anthrax vaccine information
A. The anthrax vaccine is administered as a 0.5cc
subcutaneous injection as outlined in the package insert and the
educational materials provided with each vaccine shipment. Two
doses are to be given approximately 14 days apart.
B. @ Personnel can expect some burning at the injection
site for up to two minutes after injection. Less than six percent
of personnel will experience mild local discomfort at the injection
site lasting two to three days and less than one per cent will have
a more severe local reaction lasting one to two days.
4. Anthrax vaccination administrative requirements
A. @ The vaccine is to be administered in an enclosed area.
No media is to be present. No photographs are permitted. The
concept is to keep this program as low key as possible.
B. f@ Soldiers should have available and read the following
statement immediately prior to receiving the anthrax vaccine:

anthrax, a potential biological warfare agent. You will receive
the second shot in about two weeks. The shots are safe but may
cause an initial burning sensation lasting 1 to 2 minutes and
minimal local irritation at the injection site lasting 2 to 3 days.

D. Rosters of personnel receiving vaccine will be
maintained and will include name, SSN, rank, and unit.
E. Vaccinations may be recorded on PHS-731 (yellow shot
record) or on SF-601 (Immunization Record) .
