              e. (U) The Medical BW Defense Plan is currently bein,        'fed
          and addresses medical BW readiness for U.S. forces. It i:        !S
          the following:

                   (1) (U) Develop a contingency vaccine, toxoid, ai
          antitoxin stockpile for the services against BW and endem        ease
          agents. Services should identify requirements and apply
          appropriate funding.

                   (2) (U) Identify early deploying forces to be va(       ed
          during peacetime.

                   (3) (U) Continue to use current, limited, vaccin(
          production facilities but initiate efforts to established
          government owned, contractor operated facility to establi@
          stable, CONUS, production capability for vaccines, toxoid!
          antitoxin.

                   (4) (U) Develop a joint general officer committee       ake
          recommendations to the leadership to use contingency vacc:       ocks
          immediately before or at the outbreak of war.
