                       PLAN FOR PROTECTION OF THE ARMY FORCE
               AGAINST ENDEMIC DISEASES AND BIOLOGICAL WARFARE AGENTS
              WITH CONTINGENCY VACCINES, TOXOIDS, AND IMMUNE GLOBULIN*

        1. Purpose. The purpose of the vaccination plan is to ensure that
        Army personnel are provided the maximum protection against endemic
        diseases and biological warfare (BW) agent threats in low, mid, and
        high intensity conflicts and potential-terrorist situations.

        2. objectives.

           a. Delineate responsibilities and procedures for the
        acquisition, storage, quality assurance and administration of
        vaccines, toxoids, and/or immune globulins to U.S. Army forces.

           b. Establish the operational structure within the Office of
        The Surgeon General, U.S. Army, that will allow for a periodic
        review of the indications for the use of certain vaccines, and a
        determination of how such products would be distributed and
        administered in a timely fashion.

           C. Ensure that the contingency vaccines against known military
        threats will be readily available to individuals and units on short
        notice.

           d. Ensure that an industrial base for production of these
        products is adequate to meet requirements beyond contingeny needs.

        3. Background.

           a. AR 40-562, Immunizations and Chemoprophylaxis, is a
        tri-service regulation that describes policies, procedures, and
        responsibilities for immunization and chemoprophylaxis. It defines
        immunization requirements for Army active duty and Reserve
        personnel and their dependents and Federal civilian employees and
        their dependents serving, traveling, or residing under cognizance
        of the military or utilizing facilities at military activities.
vaccines and chemoprophylactic agents covered by this
        AR are licensed by the Food and Drug Administration (FDA) and are
        commercially available.

           b. The contingency vaccine stockpile includes vaccines,
        toxoids, and immune globulins which are in the investigational new
        drug (IND) phase of testing and have not received licensure by the
        FDA. Therefore, administration of these products would, under
        ordinary circumstances, require voluntary consent. In times of
