          SUBJECT: Vaccine Policy Recommendation


          production estimates, timely Food and Drug Administration action,
          a force turn-over rate of 15 percent and following vaccination
          regimen: Anthrax - five shots and an annual booster; Botulinum
          Toxoid -  three shots and an annual booster.

                    (3) (U) Enclosed is a packet of charts detailing
          national  production capabilities.

          4.        Recommendations:

               a.   (U) Establish as U.S. policy that SMs will be
          vaccinated against Biological Warfare (BW) agents during
          peacetime.

               b. (U) Establish criteria (broad enough to cover future
          agents) governing BW vaccination procedures.

               C.        Anthrax Vaccine.

                    (1)       Use the stocks on hand. Begin vaccinating
          FY92.

                    (2)       Future production is reasonably certain. An
          unvaccinated force encourages use of this agent against U.S.
          forces. Give boosters to soldiers already vaccinated.

               d. T"     Botulinum Toxoid.

                    (1)       Vaccinate enough units so that it is perceived
          that U.S. soldiers are protected.

                    (2)       Vaccinate soldiers at greatest risk. At a
          minimum, vaccinate all soldiers assigned in geographic areas
          where countries with active/suspected BW programs exist.

                    (3)       If started now, a vaccinated force of
          could be established and maintained by FY97. This will get no
          better until we are able to increase our production base, i.e., a
          dedicated production facility.

               e. (U) Build a BW vaccine production facility.

          5.        In short, the military and civilian medical community
year ago that at risk soldiers be
          vaccinated. Recommend the establishment of criteria for
          vaccination risk and that those at risk be vaccinated.
