          MEMORANDUM FOR OFFICE OF THE DEPUTY CHIEF OF STAFF FOR
                            OPERATIONS AND PLANS, WASHINGTON, DC 20310

          SUBJECT: Vaccine Policy Recommendation


          1. (U) Reference: Memorandum, HQDA (ODCSOPS), DAMO-SW,
          9 September 1991, Subject: Minutes of the Biological Defense
          Committee Meeting, 29 August 1991, Memorandum 3-9-1. (U)

          2. (U) This memorandum provides information for ODCSOPS and
          the Biological Defense Committee to make a vaccine policy
          recommendation.


          3.        The facts are:

                          In FY92, the United States can only vaccinate
                  'Service Members (SM) against anthrax                gainst
          botulinum.
                                                5 USC 522(b)(1)
                b.        In FY93, an additional          SM can be vaccinated
          against anthrax. The level of production of botulinum toxoid in
          FY93 is uncertain.

                C.        By FY94, increased production of both vaccines will
          begin.

                    (1)        The Army indemnified the National Cancer
          Institute (NCI) for the production of anthrax. Production
          estimates should allow DoD to protect            SM per year against
          anthrax. (NCI production rate estimated to
          doses per year.)

                          (a) (U) This allows Michigan Department of Public
          Health (MDPH) to transfer its effort to produce botulinum toxoid.

                          (b)       The combined production effort of Porton,
earch Institute of Infectious Diseases and
          MDPH is expected to yield enough vaccine to protect             SMs
          against botulinum per year. (Production rate estimated

          be maintained by FY97. These projections are based on maximum
