         MEMORANDUM FOR SURGEONS GENERAL OF THE MILITARY DEPARTMENTS

         SUBJECT: Procurement of Multi Shield Topical Skin Protectant


               On October 12, 1990, the Food and Drug Administration, based
         on the materials submitted with the Investigational New Drug (IND)
         Application for use of Multi Shield Topical Skin Protectant as a
         Chemical Warfare Topical Skin Protectant, concluded that the product
         poses no unreasonable or significant risk to the individual to whom
         it may be administered.

               Therefore, approval is hereby granted to procure Multi Shield
         Topical Skin Protectant for use in Operation Desert Shield. The
         Services are to ensure that the IND protocol for the retrospective
         study approved by the Army Surgeon Generalls Human Subjects Research
         Review Board on October 17, 1990, is followed.
