SUBJECT: Significant Activitv Report of USAMRICD Forward Detachment, 17 January to
15 February 1991
1. PURPOSE: Tle purpose of this report is to record activities of the forward detachment
of the USAMRICD deployed to Operation Desert Storm for the period of 17 January to 15
February 1991.
2. BACKGROUND: On request of the CINC, U.S. Central Command, USAMRDC
deployed a cell of three officers from the USAMRICD to provide staff support and training
in chemical casualty care for Operation Desert Shield from September to December 1990.
After completion of in-theater formal courses in the Medical Management of Chemical
Casualties (M2C3), a residual cell of two officers was retained in theater to support
CINCCENT's consultation and staff work requirements in this area. In the event of hostilities
with the threat of actual U.S. and allied chemical casualties, CINCCENT requested and
USAMRDC agreed to support deployment of a detachment of clinical experts in chemical
casualty care to the theater. The detachment, current strength 8 soldiers, fully deployed from
17-29 January 1991. It includes four physicians, three clinical scientists (AN, VC, MS), and
one NCO.
3. MISSION STATEMENT: The mission of the USAMRICD Forward Detachment is to:
a. Provide consultation to the Command Surgeon, U.S. Central Command, in medical
chemical defensive measures and chemical casualty care.
b. Conduct refresher and supplementary training of U.S. and allied medical personnel
as needed in chemical casualty care.
C. Assess clinical efficacy and safety of medical countermeasures and treatments
directed against chemical agent exposure, formulate needed treatment modifications, and
disseminate new information as needed in theater.
4. CONCEPT OF OPERATION: Tle concept of operation approved by the Central
Command Surgeon involves deployment of clinical cells with each of three Corps-level U.S.
ground combat elements, and retention of a staff officer at the Central Command Surgeon's
Office for conununication and coordination. The concept includes defined procedures for
