2. (Ti) Establish the Joint Medical Biological Warfare Defense
Committee (JMBWDC) to make decisions on vaccination of U.S. Forces
against BW agents. Army -membership will include representatives
from DCSOPS, OTSG, and DCSINT. Other services should have
representatives from similar functional areas. Executive Agent
will be Army. objective is to address Medical BW Defense as a
normal course of readiness and preparation of the force for war.
3. (U) immunize the services' designated early deploying forces
during peacetime against specific BW agents to maximize readiness
and deployment posture. Funding for vaccines and toxoids is a
service responsibility. Amend the Tri-Service regulation AR
40-526/NAVMEDCOMINST 6230.3/AFR 161-13ICG COMDTINST M6230.4D,
Immunizations and Chemoprophylaxis, to reflect this.

4. @ Establish a government owned contractor operated (GOCO)
facility to produce vaccines, toxoids, and antitoxin to support DoD
missions. During operation Desert Shield all capable U.S. vaccine
producers were requested to state their willingness to produce
botulinum va(
I gh efforts in renovations, contract negotiations,
an compl ance with Food and Drug Administration regulations have
been accelerated, production of vaccines is not responsive to the
operational needs. It is recommended that a GOCO facility be
established which can be directed immediately to produce vaccines,
toxoids, and antitoxins against eminent BW threats in future wars.
