                                 SUBJECT: Interim BW Defense Doctrine

                                 1, Purpose: To provide information on interim doctrine published for Operation
                                 Desert Shield and Desert Storm.

                                 2. Facts.


                                        a. On 23 December 1990, an operational concept for BW Defense was
                                 provided to J-3 CENTCOM for the employment of BW detection equipment and
                                 medical defense guidance.

                                        b. The Army OTSG published an extensive and timely document which
                                 provided doctrine, tactics, and techniques for interfacing with the detection
                                 devices and procedures to be taken to minimize the effects of potential BW
                                 attacks in the Kuwait Theater of operations. (Encl 1).

                                        c. The US Army Chemical School published an interim doctrinal guide to
                                 employ the "cfff the shelf' detection devices which were fielded (Encl 2). In
                                 addition, BW agent prediction laydowns were included, keyed to possible
                                 dissemination means and agents, to assist in hazard prediction and operational
                                 planning.

                                        d. All three products were based on an evolving threat analysis and
                                 assessment of Iraqi weapon capabilities. These interim doctrinal products
immediate, tailored, and clarifying information to already existing
                                 doctrinal products considered adequate for BW defense.
