             SUBJECT: Minutes of the Desert Shield Medical Issues Working
             Group


             1. The Desert Shield Medical Issues Working Group was convened
             at 1100, 21 December 1990 in ROOM 691, office of the Surgeon
             General. The following were present:

                 COL Kussman, SGPS-CP-M, chairperson
                 COL Tomlinson, SGPS-PSP
                 COL Bancroft, USAMRDC
                 COL Pick, SGPS-CP-L
                 COL Erdtmann, SGPS-PSP
                 LTC Wright, HQ USAF/ SGPA
                 LTC Falkenhaimer, HQ USAF/ SGHR
                 LTC Lyon-Dean, BLO, DASG-HCO
                 CDR Paloologo, NMRDC

             2. The  committee reviewed the recommendations of the
             Tri-Service Vaccine Task Force (encl).

                 a. Cholera vaccine. COL Bancroft stated that there are two
             producers of cholera vaccine. He stated that the new oral
             vaccine is much more effective than the previous vaccine. The
             vaccine recommended by the tri-service committee has been tested
             on 25,000 people in Bangladesh. USAMRDC is negotiating to
             purchase one million doses at a cost of $8 'million. COL
             Bancroft stated that MRDC would buy what the Manufacturer has on
             hand and buy the rest as available. Committee members asked the
             following questions:

                 (1) Can we field it fast enough? Will it be available by
             mid-January?

                 (2) What is the likelihood of the FDA waiving the informed
             consent requirement?

             COL Bancroft stated that he would get availability data, shelf
             life, etc. to present to BG Blanck and TSG for decision on
             whether to pursue purchase of vaccine.

                 b. Typhoid TY21a vaccine. - COL Bancroft stated that
accine since all soldiers are
             already immunized. USAMRDC is awaiting support from AFEB. He
             stated that this vaccine may be good in basic training for the
             long term but not good for the immediate situation.

                 C. Hepatitis A. COL Bancroft stated that this vaccine
             requires a series of immunizations. COL Kussman said that it is
             impractical to give a series of immunizations in Saudi Arabia.
