       the protocol was finalized. on 9 Dec 90, LTC Franz said that the
       protocols that would be used had been finalized. Bottom line is
       there was confusion at MRDC. This confusion has been cleared up,
       and they have received clear guidance from BG Blanck to proceed
       ahead ASAP.

       S. t" Delay in procurement of the horses has not substantially
       delayed the production of the botulinum antitoxin. MRDC appears to
       have a good plan for maximizing the production of the antitoxin.

       6. (U) Recommend the information paper be forwarded to BG
       Montgomery per his recfuest.
