            request. It            states that the system was slow in responding to
            direction to           proceed with the procurement of 75 horses for
            production of the botulinum antitoxin. During the Tank Session on
            11 Dec 90, it was revealed that the loo horses for botulinum
            antitoxin production had not been procured by the AMEDD (U.S. Army
            Medical Research and Development Command). General Powell
            questioned why not since the tasker to procure 100 horses went out
            during the last Tank Session held on 30 Nov 90.

            2. (U) During the Army debrief of the Tank Session at 1615 hrs, 11
            Dec 90, BG Montgomery tasked MAJ Eng to find out why the horses
            have not been procured.

            3. (U) During discussions between MAJ Eng and LTC Franz (USAMRIID)
            on 9 Dec 90, it was revealed that MRDC had made a decision to stop
            the horse procurement. LTC Franz was not sure of the reasoning.
            The stop order is general knowledge.

            4. (U) Discussions with Dr. Johnson-Winegar revealed that there
   was disagreement within MRDC as to the best vaccination protocol;
            therefore, a decision was made to stop procurement of horses until
