                                    INFORMATION PAPER

         SUBJECT: Status of the Procurement of Horses for Production of
         BotUlinum Antitoxin M



         1.       Purpose. To provide information as to why all the horses
         for botulinum antitoxin production have not been procured since the
         last Tank Session, 30 Nov 90.

         2. (U) Facts.

             a. (U) Acquisition lagged in response to the direction to
         procure.

             b.      Procurement of horses has not, to date, been a limiting
         factor in initiating production of botulinum antitoxin.
         Development of various innovative vaccination protocols and
         discussion of appropriate courses of action with veterinarian
         experts has taken time.

             c.  @ Only 75 horses will be required for the surge
         production of the botulinum antitoxin. Ten horses arrived at Fort
         Detrick during the first week of Dec 90. The purchase request for
         the rest of the 65 horses will be executed NLT 13 Dec 90. Monies
         will be obligated by 14 Dec 90. Delivery of the horses will begin
         on 15 Dec 90 in shipments and be completed by 25 Dec 90.

             d.  @ Experiments will be conducted immediately on the 10
         horses at Fort Detrick to develop the following:

                  (1) The best vaccination procedures to maximize botulinum
         antitoxin production and potentially reduce the time period for
         antitoxin build up in horses.

                  (2) A rapid screening procedure to select the highest
         output botulinum antitoxin producers and reject the marginal
         producers.

             e.  @ These techniques will permit maximizing the greatest
         dose yields for the botulinum antitoxin. As the horses are
         received, they will be quarantined and tested for diseases. Once
         approved, they will be hyperimmunized.
