          1. e" Memo is concurring with final draft of subject mou
          (tab A). OTSG generated initial draft MOU on 20 Feb 91 and
          submitted to DAMO-SWC for review and staffing with Navy and Air
          Force and forwarding to DOD. Final draft came from DAMO-SWC. MOU
          provides for exchange and analysis of suspected biological warfare
          (BW) samples such as anthrax and botulinum toxin between U.S.
          DeDartment of Defense and the
                                                                                lab-s would be
          split and sent to the'other country's            lab for analysis.
          Confirmation of results would provide            a solid case for National
          Command Authority and Allied actions in response to BW agent use
          against U.S. and Allied Forces.

          2.  @ During a visit concerning Bw vaccine production in
          Dr. Johnson-Winegar of the U.S. Army Medical Research and
          Development Command presented the idea of this MOU on behalf of the


          Cell at the                     COL Humphrey,                     Mpersonnel were
          very supportive of the m6u.

          3. (U) Recommend approval of MOU and forwarding of memorandum.
