         MEMORANDUM (U)


         5. I* If currently available Desert Shield/Storm funds cannot be
         used to secure the necessary contracts for biological defense
         products, the government will have to move to full and open
         competition for these products; a 9-12 month process. Such a delay
         will place the funding currently available in jeopardy and delay
         the award of contracts to replace depleted stocks of vaccine and
         antitoxins. In addition during operation Desert Shield/Storm over
         164 potential vaccine producers were surveyed, and only one
         (Lederle) was willing to produce the anthrax vaccine. None were
         willing to produce the botulinum vaccine.
