        1.   This provides comments to the DRAFT of The Army Plan (TAP)
        forwarded with the basic correspondence.

            a.   Add to paragraph on programming intent the following:
        "Attain a 4% annual renewal rate for Medical Treatment Facility
        (MTFS) physical plants to reach a 25 year life cycle replacement."

            b. Add subparagraph under program guidance for POM FY 94-99 as
        follows: "Modernize medical research facilities."

            c. Add to Mid Range planning: "Detect and correct life safety
        hazards within Army medical treatment facilities. Fund essential
        operations, maintenance and repair to meet national fire and safety
        codes.    Revitalize and maintain medical mechanical systems to
        current standards, precluding early decay of newly constructed
        hospitals."

            d. Add to Mid Range planning: "Investigate combining varied
        source funded projects of minimal size into a single consolidated
        facility to reduce real estate requirements and total DoD cost."
