             2. (U) TITLE: Reserve Component dental record location during
             deployment

             3. (U) OBSEIZVATION: Dental records for mobilizing Reserve
             Component (RC) units and personnel were not stored or transferred
             by any standard procedure. Some were retained at the
             mobilization processing centers. Others were transferred to
             personnel officers or even to PERSCOM.

             4. (U) DISCUSSION: In the event that dental records would have
             been required for forensic identification, and in the event that
             temporary dental records need to be transferred to permanent
             dental records, locating the custodian will be difficult.
             Processing RC personnel for release from active duty would be
             facilitated if the permanent dental record were available to the
             dental facility providing that service.

             5. (U) LESSON LEARNED: Standardized procedures for locating
             Reserve Component personnel does not exist.

             6. (U) RECOMMENDED ACTION: The U.S. Army Academy of Health
             Science should establish a position for RC Individual
             Mobilization Augmentee (IMA) to evaluate Desert Shield/Storm
             management of dental records and assist in modifying AMEDD
             doctrine to accommodate the differences in records management for
             RC soldiers.
