            S@CT: Preventive Medicine Support During Operation Desert
            Shield.


            1. PURPOSE. To provide information to TSG for briefing the -
            Chief of Staff.



            2. SUCCESSES:

                a.   Early assessment of the medical threat resulted in the
            right mix and right number of preventive medicine field units
            being deployed during initial phases.

                b.   Strong command emphasis placed on preventive medicine
            measures at the individual soldier and unit level has resulted
            in disease and non-battle injury rates being lower than expected
            (see enclosure one).

                C.   Predeployment preventive medicine training was provided
            by the Academy of Health Sciences to deploying medical units.
            This allowed medical personnel to arrive in the AOR with current
            information on preventive measures to counter the disease
            threat.

            3. PROBLEM:

                a.   Increased demands for preventive medicine resources in
            the AOR is r@iring innovative delivery of limited preventive
            medicine resources at CONUS installations.

                b.   The absence of a uniform matho d for reporting disease
                non-battle injuries made surveillance of disease rates
            difficult during initial phases.

                C.   Existing stock levels and a limited industrial
            production rapacity resulted in temporary shortages of some
            prophylactic medications (e.g. immune serum globulin,
            chloroquine phosphate).

            4. CONCEPT FOR kuwuRE OPERATIONS: Continue to closely monitor
            the medical threat and available preventive medicine resources.
