                     (2) Disease and nonbattle injury:

                          (a) As of 17 January ARCENT had not fully
            implemented an intra-theater medical surveillance reporting
            system. Theater Army disease and hospitalization data available
            through patient administration channels continues to be closely
            monitored by the OTSG Preventive Medicine Consultants Division.
            See Encl 6: Memorandum, SGPS-PSP, 17 JAN 91, Subject, Medical
            Surveillance.

                          (b) Enteric disease data reported by the Navy
            Forward Laboratory showed that Enterotoxigenic E. coli (ETEC)'
            was identified in 39.5 % of stool specimens submitted for
            examination. Shigella was identified in 29.7% and salmonella
            only 1.5% of samples submitted to the laboratory. Resistance
            data was also reported by the Navy Laboratory. See Encl 7: FAX
            Message, Navy Forward Laboratory, Subject: Enteric Diseases.

                     (7) Other: Notification procedures for soldiers
            deployed in support of operation Desert Storm and subsequently
            found to be HIV positive have been established. See Encl 8:
            Memorandum SGPS-PSP, 25 JAN 91, Subject, HIV+ Notification
            Procedures - Desert Storm.

            3. CURRENT SITUATION: During initial phases of Operation
            Desert Storm deployed Preventive Medicine Field Units can be
            expected to increase mobility to provide required support.
            Normal communications with units in the field will be
            difficult. The medical threat will be closely monitored to
            provide commanders timely and accurate information for planning
            purposes.
