           1. MISSION: No Change

           2. SITUATION AND CONSIDERATIONS

               a.   Enemy situation: Early enemy prisoners of war (EWP)
           have been reported to be infested with lice. Delousing units in
           the theater have been identified. Typhoid vaccine is being
           identified for use with EWP populations. See Encl 1: Memorandum,
           SGPS-PSP, 25 JAN 91, Subject, Power Delousers in SWA Theater;
           Encl 2% Memorandum, SGPS-PSP, 23 JAN 91, Subject, Typhoid
           Vaccine.

               b.   Friendly situation:
                    (1) Status of food sanitation: Guidelines for
           protection of food from chemical and biological contamination
           has been provided by the USARCENT Surgeon. See Encl 3: Message,
           USARCENT,100600Z JAN 91, Subject, Command Policy Concerning
           Subsistence in an NBC Environment.

                    (2) Status of preventive medicine aspects of NBC: The
           Medical Research and Development Command was requested to
           provide information on the safe handling of human remains
           contaminated with chemical and biological agents. See Encl 4:
           Memorandum SGPS-PSP, 16 JAN 91, Subject, Contaminated Remains.
                    (3) Public Health Aspects of Civil Af;airs:
           Representatives of the 352d Civil Affairs Command (USAR) briefed
           OTSG Preventive Medicine Consultants on restoration and rebuild
           planning efforts. Requirements for military technical support
           during the restoration phase are being determined.

               c. Characteristics of the area of operations: Enemy
           prisoners of war are expected to increase (see paragraph 2a).

               d.   Health status of the command:

                    (1) Immunization status: Supply levels of serum
           immune human globulin 10ml (NSN 6505-00-153-8278) are low.
           Until sufficient quantities are in the depot system a 2 cc dose
           of ISG will be administered to personnel deploying to Saudi
           Arabia. See Encl 5: Message, EISC, 251815Z Jan 91, Subject,
           Globulin Serum Human IOML.
