                                    INFORMATION PAPER

         SUBJECT: Contingency Vaccination Plan



         1. Purpose: To provide current status on the Contingency
         Vaccination Plan.


         2. Facts:

             a. AR 40-562, Vaccines and Vaccination Policy, covers the
         standard vaccines administered to soldiers for endemic diseases and
         for smallpox, the only biological warfare routinely administered to
         soldiers.

             b. The Contingency Vaccination Plan is in draft and covers the
         procurement, storage, distribution, and vaccination of soldiers
         with unique endemic disease vaccines as well as biological warfare
         vaccines which are not covered by AR 40-562. These contingency
         vaccines include those against anthrax, tularemia, Venezuelan
         Equine Encephalitis, and botulinum toxin.

             C. The vaccines mentioned in paragraph 2b as well as others
         are currently stored at the Salk Institute. A secondary storage
         site is being established in Arkansas to decentralize vaccine
         storage.

             d. DASG-HCD is developing the Contingency Vaccination Plan.
         Procurement of vaccines and their maintenance and quality control
         is being funded from MDEP HSCB, the chemical-biological defense
         budget managed by DASG-HCD. Funding level is $18M for FY90.
